1. Tax since it is one of the easiest and efficient ways to collect money for the war. We would tax cell phone bills as well as lunch bills.
2. Re-instate the draft since you have to sign up and the requirements will make sure that you have soldiers for the war. The requirements would be male or female, race does not matter, must be able to last long periods away from your family. Can not join if you're an only child, have a medical reason and on medication.
3. Send the mail in a way that is somewhat smuggling so that the enemy will most likely not be able to get it.
4. A new treaty between the three counties. We could just split the county into fourths so that we all get some of Harrison County.
